Nikki Haley’s About Face on Atlantic Beach Bikefest

It seems that Gov. Nikki Haley’s thinking with respect to the Atlantic Beach Bikefest has begun to enter the realm of reality.

After meeting with several local government leaders yesterday, Haley told the media everybody was working together to see that bike week (Atlantic Beach Bikefest) “is safe, that it is law abiding and that it moves forward.”

Haley said discussions were very productive and “we are now working on traffic issues, noise ordinances and all of those things on how we need to go forward…”

Achilles Heel of Atlantic Beach Bikefest Planning

The 40 mile traffic loop proposed by City of Myrtle Beach officials is quickly becoming the Achilles Heel of Atlantic Beach Bikefest planning.

Yesterday, Horry County Council Chairman Mark Lazarus proposed an alternate plan during the county’s Public Safety Committee meeting.

The Lazarus Plan would take traffic down Ocean Boulevard to the traffic light at Market Commons. A right turn on U.S. 17 Business to Harrelson Boulevard where a left turn onto Harrelson Boulevard would take traffic to U.S. 17 Bypass. A right turn on U.S. 17 Bypass to the intersection at 29 Avenue North with a right turn onto 29th Avenue North to Ocean Boulevard would complete the loop.

Internet Sweepstakes Ban Passes SC House

A bill South Carolina legislators say will close the current loopholes in state gambling laws making internet sweepstakes games illegal is awaiting Gov. Nikki Haley’s signature to become law.

After failing to pass a similar bill last year, legislators wasted no time in this new legislative session getting the ban in place.

The legislation clarifies what has been a messy situation throughout the state where the games were considered illegal in some jurisdictions and legal in others. In Horry County it was both with Myrtle Beach allowing the games, until SLED raids closed several parlors in the city recently, while the games were considered illegal in the unincorporated areas of the county.

Tim Scott Deal Cut Early?

Several inside sources have told us that a deal was cut between Sen. Jim DeMint and Gov. Nikki Haley to name Rep. Tim Scott as DeMint’s Senate replacement weeks before DeMint announced his resignation.

This tracks with events since DeMint’s announcement. Scott’s was the first name heard as a possible replacement. Scott is, reportedly, the choice of Republican leaders at the state and national level because of his conservative credentials and the fact that he could give an immediate, high-profile minority visage to a party that desperately needs one.

Several candidates, eager to replace Scott in the 1st Congressional District, are already sounding out supporters in preparation for a special election.

Nikki Haley Ethics Case Won’t Make Difference

B&CB Splits Health Insurance Increases

Two months after the S.C. General Assembly put the entire increase in health insurance premiums for state and local government workers on the backs of South Carolina taxpayers, the S.C. Budget and Control Board voted 3-2 to split the increase between government employees and taxpayers.

Gov. Nikki Haley, Comptroller General Richard Eckstrom and Treasurer Curtis Loftis voted in favor of the split. The B&CB’s two lawmakers, Sen. Hugh Leatherman and Rep. Brian White, voted against it.

The vote of the B&CB will have the effect of increasing government employee premiums approximately $7.25 per month while saving taxpayers approximately $5.8 million.

Haley’s Ethics Defense

Gov. Nikki Haley’s defense for alleged ethics violations during her time as a House member became obvious this week when the House Ethics Committee voted to hold a full scale investigation.

Haley’s lawyer has said she did nothing more than other lawmakers do and to investigate Haley’s actions would bring those lawmakers’ actions into question. He said he would provide the committee with a list of lawmakers who work for lobbyists’ principals.

That’s the old ‘everybody’s doing it so it’s okay’ defense.

Haley claimed the original investigation (of which there was none) was dismissed based on fact, but the investigation has now been reopened for political reasons. Haley asked that she be left alone to “do her job”, whereupon she almost immediately left for Wisconsin to campaign for Gov. Scott Walker in his recall election.

Will Haley be Next Political Casualty of 2012?

In this strangest of all political seasons, the number of political casualties continues to rise by the week as new disclosures are made about challengers and incumbents. And it is not over yet by a long shot.

Over 200 state and local candidates for elective office have already been removed from the June 12th primary ballots and more seem destined to be disqualified in the upcoming weeks.

Two front running candidates for the new 7th Congressional District seat ended their campaigns after being arrested for what can only be called “extremely stupid acts” on their part.

Now, Gov. Nikki Haley’s ethics, while a state representative, are getting a second look and it appears that there is a lot more fire than smoke in the complaint against her.

Harrell Responds to Haley Accusations

The fight over alleged ethics violations by Gov. Nikki Haley when she served as a member of the House is being heard far and wide from Columbia.

The governor claimed House Speaker Bobby Harrell was interfering with the House Ethics Committee investigation, which could be an ethics violation in itself. Harrell responded to those charges yesterday.

“Statements made by Governor Haley today at a press conference are simply not true.”

“It is not true to claim that lawyers for the House Ethics Committee were ‘directed’ to refuse to meet with the Governor’s lawyers in order to accept the documents the Committee requested. The truth is, the Governor’s lawyers did in fact present those documents directly to counsel for the Ethics Committee…”

Election Commission Says NO to Shealy

The South Carolina Election Commission negated the SCGOP decision last night to place Katrina Shealy on the upcoming June 12th primary ballot for Senate District 23.

According to a press release issued Thursday, the Election Commission is holding certification of candidates to the May 4, 2012 date set by the S.C. Supreme Court May 2nd.

“Under order of the S.C. Supreme Court, state and county political parties were required to provide the state and county election commissions with an updated list of candidates who properly filed for office by noon, May 4th,” reads the commission website.

State Ethics Committee Violated State Law

The appeal of Republican operative John Rainey to House Speaker Bobby Harrell asking the full House to re-consider ethics complaints against Gov. Nikki Haley, for actions when she was a House member, virtually screams for an investigation to be opened.

The fact that stands out most in Rainey’s appeal is that just minutes before voting 5-1 to dismiss an ethics complaint by Rainey against Haley, the House Ethics Committee voted unanimously that probable cause existed to investigate the complaint.

S.C. Code of Laws Section 8-13-540 states, “If the ethics committee determines complaint alleges facts sufficient to constitute a violation, it shall promptly investigate the alleged violation and may compel by subpoena the testimony of witnesses and the production of pertinent books and papers.”

In failing to investigate the complaint and, instead, voting to dismiss it, the ethics committee violated state law. There doesn’t appear the committee is allowed any discretion in this decision as the law plainly states “shall promptly investigate.”
