Civil War Within the South Carolina Republican Party

(Ed. Note: This is a guest editorial by a long time Conservative Libertarian-Republican)

On July 13th, 2021 the Horry County Republican Party approved a resolution to censure Drew McKissick, the Chairman of the SCGOP, for interfering in the reorganization process of the Greenville Republican Party.
This action may be somewhat confusing to anyone who has not played close attention to South Carolina politics or even national Republican Party politics during the past decade.
In case you have not noticed, there is a civil war going on within the Republican Party between those who want to see a Republican Party that is an actual opposition party to the Democrats and those who like the status quo, we’ll call them the “Establishment”.
Just a quick pedantic moment from “the Hoff”. We all know what the Democrat Party stands for these days. That party has been taken over by the progressive movement, some call them the socialists, and others call them Marxists. Basically, the party stands for big government collectivism with massive controls over your individual and economic lives. For many of us conservatives, this means the death of our constitutional republic which was based on limited government, individualism, and a respect for our unalienable rights (given to us by our creator, not government). We conservatives (who the press label as “extremists”) value individual and economic freedom. In today’s political environment, the U.S. really only has two parties that can influence national and international policy; the Democrat Party and the Republican Party. Therein lies the rub.
Since we know what the Democrat Party stands for, what does the Republican Party stand for? To be a true opposition party to the Democrat Party, the Republican Party would have to stand for limited government, respect for our unalienable rights, and be a strong defender of less government interference in the marketplace. The Republican Party unfortunately has been anything but the opposition party. In our own beautiful Palmetto State the Republican Party has significantly increased the size and scope of the state government, increased taxes at every opportunity, infringed on most of our unalienable rights (due process, right to keep and bear arms, etc, etc,) and has increased the regulatory environment where the middle class small business owner today finds it hard to compete with big business (crony capitalism).
Thus, the civil war within the Republican Party between the Establishment and the Reformers. The reformers want to give voters a real choice at the polls, not just a choice between socialism and socialism-lite.

Steve Hoffman – For Vice Chairman, Horry County Republican Party

Many of you may have seen me, Steve Hoffman, at MB tea party and Carolina patriot meetings, at rallies here in Myrtle Beach and in Columbia, out campaigning for a variety of Republican candidates, and speaking before the Horry County Council and the Coastal Carolina College Republicans.

I am a conservative / libertarian Republican (what Charles C. W. Cooke from the National Review calls a conservatarian). If you are confused, just think of U.S. congressional members, Rand Paul, Mike Lee, Ted Cruz, Justin Amash, Thomas Massie, Mark Meadows and our own Mark Sanford. Or the growing number of liberty movement S.C. Legislators like Sens; Tom Davis, Wes Climer, Tom Corbin, Shane Martin, Kevin Bryant, and Reps;Jonathan Hill, Steve Long; Eric Bedinfield, Joshua Putnam, Bill Chumley, Josiah Magnuson.

We are all principled Republicans. Principled, in that we strongly believe that the future of this country depends on a Republican Party committed to the values of LIMITED GOVERNMENT, INDIVIDUAL RIGHTS (as outlined in the first 10 amendments to the Constitution), and FREE MARKET ECONOMICS (as opposed to Crony Capitalism and Corporate Welfare). Principled Republicans who are not afraid to fight the Democrat’s progressive agenda.

As a “Republican”, I pledge to help grow our local party. The continued downward slide in the number of Republican organized precincts in Horry County concerns me. After the 2013 re-org we had 80 organized precincts. After the 2015 re-org we dropped to 60 and after this last one we sank even further to 50.

HCGOP Hears Details on Horry County Schools Building Projects

Four members of the Horry County Schools Board of Education were present at a special meeting of the Horry County Republican Party last week to provide information on the recent awarding of five contracts to First Floor Energy Positive for new, energy positive schools.

This is an issue that still resonates in local media because First Floor Energy Positive had the highest total cost for their proposals for the five schools.

What seems to be missing from the local conversation is that the process used to select First Floor Energy Positive focused on building energy positive schools. This means energy savings in future years must be factored into the equation.

Will there be significant energy savings? There have been from schools built by First Floor in North Carolina.

Several days after the meeting, I heard an interview with HCGOP member who, several times, referred to the contracts going to the “highest bid.”

First of all, these were not bids, they were proposals.

Later in the interview, it was correctly stated that the school board basically got three conceptual proposals that were presented by the three finalist contractors. He correctly stated that the three contractors were not bidding on a design submitted by the school district.

These are key points that have been missed often in the ongoing discussion about these contract awards.

These were not design-bid-build contracts where the school district develops a design that is then bid on with the contract generally going to the lowest bidder.

These were design-build proposals that were developed by the individual contractors within overall specifications and requirements of the school district.

Several members of the selection committee for HCS said First Floor Energy Positive was the only one of the three finalist contractors to meet all of the requirements in their designs.

Candidates Certified, Ballot Problems Continue

Two Supreme Court orders later, candidates certified to be included on the June 12th Republican primary ballot in Horry County still include some who did not file a Statement of Economic Interests (SEI) when they filed their Statement of Intention of Candidacy (SIC), according to information provided to Grand Strand Daily.

Several former Horry County Republican Party officials, who were involved in the filing process, told me they had no information regarding the requirement for the Statement of Economic Interests form to be filed at the same time as the Statement of Intention of Candidacy by non-incumbent candidates.

“The only instructions given were to fill out the two sheets (the Party Pledge and the Statement of Intention of Candidacy) and go look at the SC Ethics Commission website,” said one speaking on conditions of anonymity. “Several candidates brought a Statement of Economic Interests with them and they were the only ones who filed in compliance with the court ruling.”

S.C. Election Filing Mess – Part II

Every time we look at the mess created during election filing time by candidates who did not comply with state law, something else jumps out to further complicate the upcoming S.C. Supreme Court decision on two lawsuits filed to challenge discrepancies in the filings.

Yesterday we reported on the absolute mess in Horry County that, under strict adherence to state law, would disqualify enough candidates and incumbents to leave two county council, one state house, one state senate, sheriff, coroner, clerk of court, auditor and treasurer with no qualified candidates from either party to appear on the ballot.

That could mean all those seats are determined by write-in campaigns in November.

But, the mess does not end there. It seems the state legislators who passed the law could not be bothered to follow its provisions either.
