Horry County Council Budget Failures

The latest development at MBREDC indicates how casually Horry County Council approached raising taxes this year.

Jim Moore, President and CEO of the Myrtle Beach Regional Economic Development Corporation, resigned from that agency Monday.

Moore came to MBREDC only six months ago after the three plus year dismal reign of Brad Lofton. During the four year period represented by these two, MBREDC allegedly reorganized itself with a new approach to attracting jobs to Horry County.

Neither Moore nor Lofton was any more successful in economic development recruitment than the former iteration of MBREDC or Partners Economic Development Corporation before it.

The difference is the current four year MBREDC 2.0 has been receiving serious funding from Horry County Council, between $1.3 million to $1.8 million per year of taxpayer dollars, with little to nothing to show for it.

Think of AvCraft, Project Blue and PTR Industries as the poster children of MBREDC efforts.

Over the past five county budget cycles, MBREDC has received at least $7.5 million from Horry County Council to fund its few employees and other operational costs.

Council Chairman Mark Lazarus Correct on I-73

Horry County Council Chairman Mark Lazarus was absolutely correct recently when he said the proposed I-73 should not be included with RIDE III projects.

Lazarus was responding to comments made by local state Rep. Alan Clemmons (R-107) who is trying to keep I-73 in the discussion about what road projects will be paid for with local sales tax.

Clemmons continues to push the myth that I-73 will be a huge job creator for the local area, a myth based on a “faulty” study commissioned by the Northeast Strategic Alliance (NESA) several years ago. The myth was debunked by several other independent studies.

I-73 Myths and Reality

A few days ago we were treated to reports of a new I-73 study by Parsons Brinckerhoff commissioned by the Grand Strand Business Alliance.

Local media reported that the new study found two previous studies commissioned by the Coastal Conservation League, advocating an upgraded expressway link to I-95, not credible. It further reported two previous studies completed by the Northeast Strategic Alliance and Dr. Don Schunk of CCU, advocating for construction of I-73, were credible.

Not really. The Parsons Brinckerhoff study questioned the cost of the CCL study as being too low, said a four-lane upgraded expressway would not be comparable in capacity to a six-lane interstate and performed some literary gymnastics with benefit-cost analyses and economic development benefits for the differing studies.
